Intellectual property law protects innovative literary, scientific works - Official

The intellectual property law provides due protection to those who produces innovative literary, artistic or scientific works, a Ministry of Information official said on Sunday.

The head of the legal advice department of Ministry of Information Manal Al-Baghdadi, who is also a member of the Arab Federation for the Protection of Intellectual Property Rights (AFPIPR), made the statement to a symposium organized by the Public Authority for Applied Education and Training.

The event marked the World Intellectual Property Day, celebrated on April 23 every year. Al-Baghdadi said that Kuwait issued Law No. 64 of 1999 on Intellectual property rights including explanatory memorandum, to protect literary and artistic works, such as software, books, videos, and movies. The Information Ministry then issued programs to enhance public awareness on the issue.

On his part, head of the world's innovative works, a literary series issued by Kuwait's National Council for Culture, Arts and Letters (NCCAL), Walid Rujeib, said scientific research in the developing countries lack interest in intellectual property rights.

Protection of intellectual property rights in the Arab World needs support, and deterrent laws, he added. In March 1986, Kuwait joined the Arab Convention for the Protection of Copyright, which was ratified by the conference of ministers of cultural affairs in Baghdad in November 1981.

It is also a signatory to the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) of 1994; the World Intellectual Property Organization (WIPO) of 1998, and the Berne Convention for the Protection of Literary and Artistic Works of 2014.

The UNESCO chose April 23 as every day as the World Book and Copyright Day. It is a symbolic date for world literature. It is on this date in 1616 that Cervantes, Shakespeare and Inca Garcilaso de la Vega all died. It is also the date of birth or death of other prominent authors, such as Maurice Druon, Haldor K.Laxness, Vladimir Nabokov, Josep Pla and Manuel Vallejo.
